Lets just admit, Gunwharf is a success and Commercial Rd is dead and needs major (non-retail) redevelopment. All of the rest do not meet the definition of 'district centre' as they are all 'strip malls' to use an American term - long, streetside shopping areas unsuited to modern shopping habits without major infrastructure changes. You also need to add Milton Market to your list - one of the few thriving centres in the city

If you are serious on reducing travel - you do not want to encourage me to the city centre (need transport) rather to Southsea or gunwharf where i would walk. Gunwharf is now the big shops. Southsea as identified, city centre struggling.

Priority should be on the standard provided, not necessarily the location as long as it is accessible.

Albert Road) North End, Cosham and the current shopping outlets at Pompey Centre/Burffields Road. Nobody come to Portsmouth for the shops. If you want to shop you go to Southampton/Chichester/Hedge End etc.

I would encourage using and valuing other areas of the city (Fratton, North End etc), as this makes the whole city more interesting to visit and diversifies the opportunities for local businesses to succeed and compete with multinational brands or chains usually seen in city centres/Gunwharf.
